• IPC/WHMA-A-620 Space Alternate Training Credentials for Inspectors-Only

    NASA’s Workmanship Standards Program is piloting a new training process with Johnson Space Center’s Receiving and Inspection Test facility that will allow personnel who take the IPC/WHMA-A-620 Space course at NASA training facilities to work as inspectors on NASA flight hardware. This training will provide efficiencies not available when using the training program offered by the IPC, who trains hardware builders and hardware inspectors in the same manner. This training program will be provided only to those who only perform inspections and not to those who will build the hardware.

Workmanship Standards Technical Committee

The NASA Workmanship Standards Technical Committee (WSTC) is comprised of representatives and their back-ups from each of the NASA centers’ Safety and Mission Assurance Directorates. These representatives have the responsibility for negotiating Workmanship technical policy on behalf of their center and for the greater benefit of the entire agency. Together, the WSTC creates a consolidated recommendation for the Office of Safety and Mission Assurance for technical policy through the organizational leadership of the NASA Workmanship Standards program manager. WSTC members can bring technical questions, concerns and issues to the Workmanship Standards Program for help and resolution, and can influence the program’s priorities. Where applicable, the WSTC members certify Level A and Level B instructors who provide training on behalf of their Safety and Mission Assurance (SMA)-sponsored Workmanship training center and, where applicable, manage SMA-sponsored training centers.

Training

Formal and hands-on Workmanship Standards training is required of all Workmanship operators and inspectors. A detailed description of the training requirements and requirements for instructors and for managing Workmanship training centers can be found in Appendix A of NASA-STD-8739.6. The appendix also covers requirements applicable to training to adopted industry standards such as IPC J-STD-001FS.

For ANSI/ESD S20.20, each location or plant is required to maintain a site-specific Electrostatic Discharge (ESD) control plan and train to that plan internally. Visiting operators and inspectors, including Defense Contract Management Agency employees, must complete the local ESD control plan training prior to working in a supplier's facility or a NASA center with ESD sensitive items.

NASA's primary Workmanship training centers are the NASA Manufacturing Technology Transfer Centers, located at the Jet Propulsion Laboratory (JPL) for West Coast trainees and Goddard Space Flight Center for East Coast trainees. Safety and Mission Assurance-sponsored training sites are located at Marshall Space Flight Center (MSFC) and Johnson Space Center (JSC) for the training of on-site and local personnel who require technical training.

Electrostatic Discharge

Electrostatic Discharge (ESD) is the transfer of an electrical current that though imperceptible to human sensation, can immediately and catastrophically damage mission electronics or install a latent defect that causes failure during the mission. It occurs when excess static charge suddenly is transferred to electrical ground through a low-resistance circuit. 

ESD control plans detail how a manufacturing organization can leverage work space materials and practices to protect electronics and other ESD-sensitive equipment, such as NASA’s highly unique purpose-built hardware. ANSI/ESD S20.20 serves as the industry standard for the development of an organization’s local ESD control plan. Through the usage of NASA-STD-8739.6 and ANSI/ESD S20.20, an organization’s ESD control plan can provide a common baseline for all NASA ESD-sensitive hardware at a NASA center or organization. 

Printed Circuit Boards

Printed Circuit Boards (PCBs) are the substrates for printed wiring assemblies and multichip modules that provide circuit interconnections between the installed Electrical, Electronic and Electromechanical parts. The NASA Workmanship Standards Program supports tasks that seek to understand risks and identify assurance techniques relevant to PCBs.
